Step 1 — Pass the Error Code and MRN to the Customs Agent

Once the ENS is accepted by HMRC, the ICS2 system assigns an MRN to the declaration. That number must be entered into the GMR in the GVMS system so the driver can pass through the port gate. EORI Errors — Missing or Invalid Number

The ENS requires the EORI (Economic Operators Registration and Identification) number of the sender (exporter) and consignee (importer). A UK EORI has the format GB + 12 digits; an EU EORI has the format country code + up to 15 digits. The most common error: a Polish company as sender provides a tax registration number instead of an EORI, or provides an EU EORI where a UK EORI is required (and vice versa).

EU EORI verification: available via the portal ec.europa.eu/taxation_customs/dds2/eos/eori_validation.jsp. If a company does not have a UK EORI — standard registration takes 3–5 working days. HS Code and Goods Description Errors

The ENS requires the goods' HS (Harmonised System) code at a minimum of 6 digits. HS code errors are one of the most common causes of rejection: a code that does not exist in the nomenclature, a 4-digit code instead of a 6-digit one, or a 'dual-use' HS code without the appropriate export licence.

Check the HS code on the HMRC Trade Tariff: https://www.trade-tariff.service.gov.uk/. If goods require an export licence (e.g. dual-use category, strategic goods), Easy Clearance advises immediately and indicates what licences are required before clearance. Do not submit an ENS with the default code '99999999' as a workaround — HMRC automatically rejects such declarations from 2024.

Late Submission and Transport Data Errors

An ENS for road transport entering the UK must be submitted at least 1 hour before arrival at the port of entry. If the driver is already at the gate and the ENS has not been submitted or is being processed, technically the deadline has passed — but HMRC still accepts declarations submitted 'at the last moment' for road RoRo transport if they were submitted before the vehicle physically reached the inspection line.

Transport data in the ENS must include: the active transport vehicle registration number (tractor), port of loading and UK port of entry, country of dispatch. A mismatch between the vehicle registration number in the ENS and the vehicle actually en route results in the GMR being rejected at the gate — even if the ENS is technically accepted. Always pass the customs agent the current registration number of the vehicle that is actually on the road.
