What is a DUCR and who allocates it?

A DUCR is allocated by the trader (or their agent) to a consignment of goods and recorded on the relevant customs declaration. Its format follows the World Customs Organisation's recommended Unique Consignment Reference structure: a year digit, the country code (typically 'GB' for UK exports), the trader's EORI number, and a unique reference the trader devises themselves — with an optional 4-character suffix for split consignments. In the Customs Declaration Service (CDS), the DUCR is entered at Data Element 2/4.

Every export declaration needs one, because the DUCR is what customs systems — and later the GMR at the border — use to identify and link that specific consignment, distinct from every other shipment moving that day.
