Buying a caravan in Poland, Germany or the Netherlands and bringing it to the UK can be financially attractive — prices for new and used touring caravans in continental Europe are sometimes 20–30% lower than in the UK. However, once the vehicle leaves EU territory a multi-stage process begins: customs clearance, technical compliance checks, DVLA registration and approval for use on the road. This article explains everything you need to know before buying a caravan abroad — from the O1/O2 weight category, through IVA requirements, to the documents needed by the DVLA. It covers both private imports (a touring caravan for personal use) and dealer imports.
What is a caravan under UK law — categories O1 and O2
Under the European and UK vehicle type-approval system, trailers are divided into weight categories (O categories). A touring caravan is classified as follows:
| Category | Maximum authorised mass (MAM) | UK requirements |
|---|---|---|
| O1 | up to 750 kg | No registration or IVA required in the UK |
| O2 | 750–3,500 kg | DVLA registration mandatory; IVA may be required |
Most standard touring caravans (e.g. Bailey, Adria, Knaus, Hobby, Fendt) fall into category O2 — their MAM is typically between 900 and 1,800 kg. Small, lightweight camping trailers (so-called micro-caravans or pop-up trailers) may be category O1.
Why does this matter? Category O1 requires neither DVLA registration nor Individual Vehicle Approval (IVA). A correctly completed customs declaration is sufficient. Category O2 requires registration, and if the European Certificate of Conformity (CoC) is missing, it may also require the IVA process.
When is IVA required for a caravan from Europe
IVA (Individual Vehicle Approval) is the UK equivalent of a one-off type approval for a single vehicle or trailer that does not hold a certificate of conformity with UK or EU standards.
A caravan from Europe does not require IVA if it has: - a European Certificate of Conformity (CoC) issued by the manufacturer confirming compliance with Directive 2007/46/EC or Regulation 2018/858, and - the CoC covers a category O2 vehicle.
A caravan requires IVA if: - it is used and has no CoC (e.g. an older model from the 1990s purchased privately without paperwork), - the CoC cannot be obtained from the manufacturer (the company has ceased trading), - the vehicle was substantially modified after production.
IVA procedure for a caravan: Application to the DVSA, technical inspection at an IVA station, fee of approximately £500–900 (depending on the category and number of items to be checked). On a positive outcome an IVA certificate is issued, which forms the basis for DVLA registration.
Customs clearance for a caravan — HS codes and documents
A touring caravan is classified under HS code 8716 10 (trailers for human habitation). UK duty rates:
- Under the TCA (country of production EU, with proof of origin): 0%
- Without TCA or missing proof of origin: 6.5% of the customs value
Most popular European brands (Adria — Slovenia, Knaus and Hobby — Germany, Fendt — Germany, Bailey — UK/manufactured in UK) meet TCA requirements, provided the seller issues a Statement on Origin or REX declaration. When purchasing from a dealer in Poland or Germany — always ask for this document.
Documents required for customs clearance of a caravan:
| Document | Required? |
|---|---|
| Purchase invoice or sale and purchase agreement | Yes |
| Statement on Origin / REX | Yes (for 0% TCA) |
| European Certificate of Conformity (CoC) | Yes (if available) |
| Packing list / technical specification | Yes |
| Importer's EORI number | Yes |
| Transport insurance | Recommended |
Import VAT: 20% of the customs value. This can be accounted for through Postponed VAT Accounting (PVA) if the importer is VAT-registered in the UK.
Registering a caravan with the DVLA after import
After completing customs clearance and settling all customs duties and taxes, a category O2 caravan must be registered with the DVLA. The procedure:
Step 1: Gathering the documents - CoC (Certificate of Conformity) or IVA certificate - Proof of ownership (purchase invoice) - Proof of duty and VAT payment (e-Customs / C88 or C79 document) - Form V55/5 (registration of a used imported vehicle) or V55/4 (new vehicle) - Importer's proof of identity
Step 2: Submitting to the DVLA - In person at a local DVLA office, or - By post to DVLA, Swansea, SA99 1BD
Step 3: Number plates The caravan receives its own UK registration plate — separate from the towing vehicle's plate. The plate must meet UK standards (white background at the rear — note: a trailer has only a rear plate, on a white background).
Vehicle Excise Duty (VED) for a caravan: Category O2 caravans are exempt from VED (road tax) in the UK — this is one of the benefits of importing a caravan.
Towing law in the UK — who can tow a caravan
An important point for anyone planning to tow an imported caravan on UK roads:
- Category B licence issued before 1 January 1997 — entitles the holder to tow trailers up to 8,250 kg MAM (the so-called "old B entitlement"). No practical restrictions for typical caravans.
- Category B licence issued after 1 January 1997 — limit: total combination mass (vehicle + trailer) up to 3,500 kg. For heavier combinations, category B+E is required.
The "85% rule" for safety: the Caravan Club and The Camping and Caravanning Club recommend that the MAM of the caravan should not exceed 85% of the kerb weight of the towing vehicle. This is a recommendation, not a legal requirement — but it does affect insurance.
Weight limits and technical standards for caravans in the UK
The UK applies European standard EN 1645 for residential caravans. Since Brexit, the technical requirements have not changed fundamentally — DVSA honours European O2 certificates of conformity issued prior to import.
Key technical parameters checked at IVA or registration: - Vertical coupling load (noseweight): typically max 75–100 kg — must be stated in the CoC - Width: max 2.55 m (category O2 trailer on UK public roads) - Height: max 4.2 m - Lights and signalling: must comply with UK standards (beam direction, lighting clusters)
Caravans from the Continent sometimes have side marker lights or rear reflectors configured for right-hand traffic — in the UK traffic is on the left, which may require minor adjustment to the headlight settings (particularly on older models).
Comparison: buying a caravan in the UK vs importing from Europe
| Aspect | Caravan bought in the UK | Import from Europe |
|---|---|---|
| Purchase price | 15–25% higher | Lower, especially for new models |
| Documentation | Ready to go, V5C | Requires customs clearance + DVLA |
| Time to use | Immediately | 2–6 weeks |
| IVA | Not required | Possible if CoC is missing |
| Risk | Low | Requires verification before purchase |
| Value for money | Straightforward | Worth it when the price difference exceeds £3,000 |
When importing a caravan worth around £20,000 from Germany (0% TCA duty + 20% VAT), the total cost of clearance and registration will be approximately £4,200–4,500. If the price difference between the German and UK market exceeds £5,000 — importing is clearly worthwhile.
Typical costs of importing a caravan from Europe to the UK

FAQ
Does a caravan from Europe require IVA in the UK? No, if it has a European Certificate of Conformity (CoC) for category O2. IVA is only required when the CoC is missing or the vehicle has been substantially modified after production. Most new caravans from dealers come with a CoC.
What documents are needed to register a caravan with the DVLA? You will need: a CoC or IVA certificate, the purchase invoice, proof of duty/VAT payment (C88/C79 document), form V55/5 (or V55/4 for a new vehicle), and proof of identity. The DVLA may request additional documents if there are questions about the vehicle's history.
Does a caravan from the EU have to pay duty after Brexit? Yes, if there is no document confirming EU origin (Statement on Origin / REX). Under the TCA the rate is 0%. Without proof of origin — 6.5% of the customs value. On a caravan worth £15,000 that is a difference of around £975.
Can I tow a caravan from Europe immediately after import? No. You must first complete customs clearance and register the vehicle with the DVLA (category O2). Towing an unregistered O2 trailer on UK roads is not lawful.
How long does the entire caravan import process take? Customs clearance: 1–3 working days. DVLA registration: 2–6 weeks (by post) or faster in person. In total: from 3 weeks to 2 months, depending on how complete the documentation is.
