T1 Transit through multiple countries — how multi-country transit UK→PL works and where it is closed

Your driver is heading from the UK to Poland via Germany or France and needs a T1 — the transit document opened at a UK customs office must be closed at the customs office in the country of destination. Multi-country transit does not require separate documents for each transit country: a single MRN T1 issued under the Common Transit Convention (CTC) or NCTS covers the entire route. The UK joined the Common Transit Convention on 1 January 2021 and uses the electronic NCTS (New Computerised Transit System) — which means full interoperability with EU customs offices. Easy Clearance opens the T1 procedure on the UK side and coordinates closure with a partner customs broker in Poland or another destination country. Cost: from £200 to £500 (covering two customs brokers: UK opening + EU closing; price depends on the closing country). Prices quoted are indicative ranges — exact quote after document review.

How T1 works on the UK → Germany → Poland route — stage by stage

T1 transit (Union Transit / Common Transit) is a customs procedure that allows goods to be moved through several countries without paying duty at each border. For the UK→PL route via Germany, goods under T1 cross three customs territories (UK → EU via DE → PL), but are tied to a single electronic transit document. The Office of Departure is the UK port of exit (e.g. Dover), and the Office of Destination is the border or inland customs office in Poland where the procedure is closed. No other customs action is required in France or Germany for the transit itself.

Step 1 — opening T1 in the UK: transit declaration in NCTS

The UK customs broker submits a transit declaration in the NCTS (New Computerised Transit System) through the CDS (Customs Declaration Service). This generates an MRN (Movement Reference Number) — the unique identifier for the transit procedure. The driver receives a TAD (Transit Accompanying Document) in printed or electronic form, which accompanies the shipment along the entire route. The TAD must be presented at every border crossing, though goods are not physically inspected unless a risk signal is triggered in the system. The T1 procedure on the UK side can be opened remotely by a customs broker — the driver does not need to attend a customs office before departure, saving several hours.

Step 2 — transit through EU member states (e.g. France, Germany)

Crossing EU member states requires no additional customs formalities — a T1 issued in the UK is recognised in all signatories to the Common Transit Convention, including all EU member states, Switzerland, Norway, Iceland, North Macedonia, Serbia and Turkey. The driver travels directly to the destination. The only conditions are that the original seals applied at T1 opening are intact and that the load is not disturbed without customs authorisation. Breaking a seal during transit constitutes a customs debt offence and may result in duty and VAT being assessed by the country in which the breach is detected. Any trailer swap or transshipment during the journey therefore requires formal notification to a customs office and an update to the TAD.

Step 3 — closing T1 in Poland: the office of destination

The T1 procedure is closed at the Office of Destination — this can be a border office (e.g. Terespol, Dorohusk, Bezledy) or an inland customs office specified in the declaration (e.g. Warsaw, Poznań, Wrocław). The Polish customs broker working with Easy Clearance submits an IE006 (Arrival Notification) message in the Polish NCTS system via the PUESC platform, initiating the closure. After verifying the documents (TAD, CMR, invoice) the customs office sends an IE025 (Release of Goods) message to the UK opening office — the procedure is formally complete. T1 closing time in Poland: from 30 minutes to several hours, depending on the customs office and the NCTS system load. Easy Clearance coordinates both stages — opening and closing — and provides real-time status updates on the transit procedure.

Why T1 requires two customs brokers and what this means for costs

A T1 procedure on the UK→PL route involves two customs systems: the UK system (HMRC/CDS/NCTS-GB) and the EU system (NCTS-EU). A customs broker registered in the UK can only operate within NCTS-GB and has no access to the Polish NCTS via PUESC. Conversely, a Polish customs broker cannot open transit declarations in the UK NCTS. This is why every T1 on the UK→PL route requires at least two brokers: one on the UK side for opening and one on the PL (or EU destination country) side for closing. Easy Clearance acts as the coordinating broker — it opens the T1 in the UK and works with verified partners on the EU side, eliminating the risk of delays caused by poor coordination between brokers.

T1 pricing and what is included

Easy Clearance charges from £200 to £500 for a T1 transit document. The price covers: preparing and submitting the transit declaration in NCTS-GB, monitoring the procedure until closure in Poland, coordinating with the closing broker, and tracking MRN status. The price depends on the country of closure and the complexity of the cargo (number of commodity lines, type of goods, additional requirements such as CITES or phytosanitary certificates). Prices quoted are indicative ranges — exact quote after document review. The price does not vary with the number of transit countries — a UK→FR→DE→PL route costs the same as UK→DE→PL, because formally there is one transit document and two offices (opening and closing).

Transit customs guarantee — who provides it and why

Every T1 procedure must be secured by a customs guarantee covering the potential customs debt (duty + VAT) on the value of the cargo. The guarantee is required by the office of departure and must cover the entire transit route. Easy Clearance holds its own Comprehensive Guarantee registered with HMRC — our clients do not need to apply for a guarantee or tie up their own capital. This is a significant advantage over direct NCTS access: obtaining a transit customs guarantee with HMRC independently requires meeting AEO conditions or submitting a separate application, which takes several weeks. The most common T1 problems on multi-country routes and how to resolve them

Multi-country transit carries specific risks: a delayed T1 closure in Poland automatically triggers an HMRC debt recovery procedure once the transit deadline passes. The deadline is recorded in the declaration and can be tight when schedules are stretched. Easy Clearance monitors the status of every open T1 and, where there is a risk of missing the deadline, initiates an extension before it expires. Below we describe the three scenarios that most frequently cause problems on UK→PL multi-country routes.

Problem: T1 deadline exceeded (inquiry procedure)

If a T1 is not closed within the deadline specified in the declaration, HMRC automatically opens an Inquiry Procedure — an investigation to establish where the goods are and whether a customs debt has arisen. The guarantor (in this case Easy Clearance) is notified and has a limited time to provide proof of closure or identify the customs office where the breach occurred. To avoid this situation, Easy Clearance sets an internal alert 24 hours before the closing deadline and proactively contacts the closing broker in Poland. A transit deadline can be extended by notifying the office of departure before it expires — see gov.uk/guidance/manage-your-transit-movements.

Problem: route change or transshipment during transit

A route change — for example the driver crosses a different border point or changes the destination country — must be reported to the Customs Office of Transit (the office in the EU country through which the goods are passing at the time of the change). Failure to notify the customs office of a route change may be treated as a breach of the transit procedure. In practice: if the driver must change route due to an accident or border closure, they should immediately contact the customs broker, who will notify the relevant customs office and update the T1 declaration with the new route details. Easy Clearance is available at +44 7404 091503 and via WhatsApp +44 7404 091503 throughout working days.

Problem: controlled goods or goods subject to additional requirements

Certain goods require additional documents for transit: CITES permits (for endangered species), phytosanitary certificates (for plants and plant products), sanitary certificates (CHED for food products), or export licences (for dual-use goods). A missing required document at the time of T1 opening results in HMRC refusing to assign an MRN. Easy Clearance verifies document completeness before submitting the declaration — we do not open a T1 without first confirming that all required permits are in order. What the current rules say

T1 transit on the UK→PL route requires a single NCTS transit document opened in the UK and closed in Poland — no additional formalities are needed in the transit countries (France, Germany). The key to smooth transit is coordination between the UK customs broker and the EU closing broker: Easy Clearance delivers both stages for a combined cost of £200 to £500. Prices quoted are indicative ranges — exact quote after document review. We monitor the status of every open T1 and proactively prevent deadline breaches, protecting clients from HMRC's inquiry and recovery procedure.

FAQ — frequently asked questions

Is a T1 issued in the UK valid in all EU countries?

Yes. The UK has been a signatory to the Common Transit Convention (CTC) since 1 January 2021. A T1 issued in NCTS-GB is recognised in all EU member states as well as in Switzerland, Norway, Iceland, North Macedonia, Serbia and Turkey. The driver travels with a TAD (Transit Accompanying Document) and does not need separate transit documents for each country of transit.

Where does a T1 on the UK→Poland route have to be closed?

The T1 must be closed at the Office of Destination specified in the transit declaration. This can be a border customs office (e.g. Terespol, Dorohusk, Bezledy) or an inland customs office in Poland (e.g. Warsaw, Poznań). The Polish customs broker submits an IE006 message in the NCTS system via PUESC, initiating closure of the procedure.

How much does a multi-country T1 transit UK→PL cost?

The cost of a T1 ranges from £200 to £500 and covers two customs brokers: UK opening and EU closing. The price does not depend on the number of transit countries but on the country of closure and the complexity of the cargo. Prices quoted are indicative ranges — exact quote after document review.

What happens if a T1 is not closed within the deadline?

HMRC automatically opens an Inquiry Procedure to establish the status of the goods. If correct closure cannot be proved, a customs debt arises and is covered by the guarantor. Easy Clearance monitors deadlines for all open T1s and proactively initiates extensions or closures in advance.

Can I change my route during a T1 transit?

Yes, but the route change must be reported to the Customs Office of Transit in the country where the change occurs. An unreported route change is treated as a breach of the transit procedure. Contact your customs broker immediately — they will notify the relevant customs office and update the T1 declaration.
