No T1 at the UK Border — How to Get a Transit Document in 15 Minutes

Driver stopped at the border without a T1 transit document? Call immediately: +44 7404 091503 or WhatsApp: +44 7404 091503. Easy Clearance issues T1 remotely via the Customs Declaration Service (CDS) HMRC — in most cases the driver can depart within 15 minutes of first contact. T1 (external transit) is a document required when goods move through the UK or enter the UK without UK duty paid at the border — for example, EU goods in transit to Ireland through Great Britain, or goods from a third country held under a duty suspension procedure. Without a valid T1 the movement is unlawful — HMRC can detain the load and impose a financial penalty. Do not waste time searching for forms: T1 is issued by a customs broker through CDS, not by the driver personally. Below — the exact action protocol and what we need from you.

When T1 Is Mandatory and Why the Driver Cannot Move Without It

T1 (External Transit / Common Transit) is required in specific, well-defined situations. Understanding these situations allows the customs broker to act quickly and precisely — without wasted time asking unnecessary questions. Below we describe the three main scenarios in which T1 is mandatory for UK-EU movements, and where the absence of the document stops a truck at the border.

EU goods in transit through the UK (e.g. Poland to Ireland)

If goods from the European Union travel through Great Britain to Ireland (or vice versa), they must be placed under T1 procedure on UK territory. The UK is not an EU member and is not part of the EU customs union — every load entering the UK without paid UK duty must be 'frozen' under transit procedure so that it is not subject to UK import clearance.

Typical example: a lorry travels from Gdansk through Calais to Cork. It enters the UK at Dover — and there it must have T1 opened by a UK customs broker. T1 is closed at the UK port of departure (e.g. Holyhead) by the customs broker at the next stage. Easy Clearance handles the full chain: UK opening + coordination of EU closing. Cost of T1: from £200 to £500 (covers 2 customs brokers: UK opening + EU closing; price depends on the country of closure). Indicative figures — exact quote after documents are submitted.

Goods from a third country without paid UK duty

When goods from a country outside the EU and outside the UK (e.g. China, Turkey, USA) enter the UK overland through Europe and are not cleared at the UK border, they must be placed under T1. Transit procedure allows goods to be transported to a place of customs clearance inland (an inland clearance depot or CFS) without paying duty at the border.

In this scenario T1 is opened in the UK at the border (e.g. Dover) and closed at a customs warehouse or inland depot in the UK. Easy Clearance opens T1 in UK CDS and ensures coordination of closure with the destination warehouse. Check the current list of UK transit office of destination at: gov.uk/guidance/moving-goods-under-transit.

No T1 — legal and financial consequences

Moving goods without a required T1 constitutes a breach of UK customs law. HMRC Border Force can stop the vehicle, seize the load as subject to unlawful procedure, and open financial penalty proceedings. Under the Customs and Excise Management Act 1979 (CEMA), undeclared goods may be seized or subject to a financial penalty. Check the current legal position: legislation.gov.uk.

Beyond sanctions, every hour a vehicle is held at the border accumulates costs: driver standby time, potential breach of drivers' hours rules (tachograph), and risks arising from the haulage contract (CMR). The faster you act — the lower the total cost of the incident.

How Easy Clearance Issues T1 Urgently via CDS

T1 is issued in the Customs Declaration Service (CDS) HMRC — the system that replaced CHIEF for import declarations (CHIEF ceased to operate for import on 30 September 2022). A customs broker with active CDS access can open a T1 procedure within minutes — provided it has complete shipment data and the vehicle has not yet reached the border checkpoint. Easy Clearance has active CDS access and can act on your behalf remotely, without any physical presence at the border.

Data needed to issue T1 urgently — minimum checklist

To issue T1 urgently, Easy Clearance needs: commercial invoice (or proforma) with goods description, value and weight; packing list if available; CMR (waybill) with tractor and trailer registration numbers; EORI number of the company requesting T1 (exporter or transit agent); country of departure, country of destination, and planned UK port of departure; HS code of the goods — if unknown, check in the Trade Tariff: trade-tariff.service.gov.uk.

Compile these documents before calling — the sooner you send them via WhatsApp, the sooner T1 is ready. Missing invoice or CMR extends the time by 10–20 minutes for alternative data verification.

T1 financial guarantee — transit guarantee

T1 procedure requires a financial guarantee — a guarantee that UK duty will be paid if the goods do not reach their destination. Easy Clearance uses its own Comprehensive Guarantee, meaning clients do not need to pay a deposit or arrange their own security for an individual movement.

The guarantee is automatically attached to every T1 issued by Easy Clearance. Check transit guarantee requirements: gov.uk/guidance/moving-goods-under-transit. Cost of T1 with the broker's own guarantee: from £200 to £500. Indicative figures — exact quote after documents are submitted.

T1 in CDS and GMR — how the documents connect at the border

Once T1 is issued in CDS, the system assigns a transit MRN (Movement Reference Number). That number must be entered into the GMR in GVMS so that the driver can pass through the RoRo port gate. Easy Clearance adds the T1 MRN to the GMR immediately after issuing the transit document — the driver receives an updated QR code via WhatsApp or directly via the freight forwarder.

If no GMR exists, we generate it together with T1 in one process. More on GVMS and GMR: GMR number and GVMS system UK. More on T1 transit: T1 transit UK — when required and how much it costs.

T1 Pricing and Easy Clearance 24/7 Service

The cost of issuing an urgent T1 depends on whether you need only the transit document or also supporting services (GMR, customs clearance). Easy Clearance offers round-the-clock availability — we issue T1 at night, at weekends, and on bank holidays. Important: leaving without a T1 to save on the customs broker's fee risks costs many times the service fee.

T1 + GMR — standard emergency package at the border

T1 transit: from £200 to £500 (UK opening + EU closing coordination). GMR: from £15 to £30. Indicative figures — exact quote after documents are submitted.

This is the most common scenario for a missing T1 at the UK border. Once T1 is issued in CDS and the MRN is added to the GMR, the driver can move. Turnaround time with complete documents: 15–30 minutes. Contact us via WhatsApp: +44 7404 091503.

T1 + import declaration + GMR — full package

If an import declaration is also missing in addition to T1: import clearance from £45 to £150, T1 from £200 to £500, GMR from £15 to £30. Indicative figures — exact quote after documents are submitted.

In situations where goods require UK import clearance before onward transit, we process both documents in parallel — minimising turnaround time. Inform the customs broker of the delivery destination and planned port of departure — these are critical for a correct T1. T1 checklist: T1 transit UK checklist — download PDF.

What the current rules say

A missing T1 at the UK border is a serious situation, but one that can be resolved within 15–30 minutes with a prompt call to a customs broker. Easy Clearance issues T1 remotely via HMRC CDS, adds the MRN to the GMR in GVMS, and coordinates closure of the transit on the EU side — all without any physical presence of an agent at the border. Cost of T1: from £200 to £500 (covers 2 customs brokers: UK opening + EU closing). This article reflects the legal position as at 2026-04-18. Contact a customs broker before taking action.

FAQ — frequently asked questions

When is T1 required when entering the UK?

T1 (external transit) is required when: (1) EU goods travel in transit through the UK to another country (e.g. Poland to Ireland via GB), (2) goods from a third country enter the UK without import clearance at the border and travel to an inland clearance depot, (3) goods travel under a duty suspension procedure. If you are unsure whether your load requires T1 — contact a customs broker before departure.

How quickly can Easy Clearance issue T1 urgently?

Easy Clearance issues T1 via HMRC CDS within 15–30 minutes of receiving complete documents: commercial invoice, CMR, HS code, EORI numbers. Call: +44 7404 091503 or WhatsApp: +44 7404 091503. We operate 24/7.

How much does T1 cost when issued by a customs broker?

Cost of T1: from £200 to £500 (covers UK opening + EU closing coordination; price depends on the country of closure). Indicative figures — exact quote after documents are submitted. If GMR is also needed, add from £15 to £30.

What are the consequences of missing T1 at the UK border?

Moving goods without a required T1 is a breach of UK customs law. HMRC can detain the load and impose a financial penalty under the Customs and Excise Management Act 1979. Beyond financial sanctions, the detention generates driver standby costs, risk of breach of drivers' hours rules, and supply chain delays.

Can the driver issue T1 themselves?

No — T1 is issued by a customs broker or authorised agent through the Customs Declaration Service (CDS) HMRC. The driver does not have CDS access. That is why in an emergency, immediate contact with a customs broker who can act remotely within minutes is essential.

How does T1 connect to GMR in GVMS?

Once T1 is issued in CDS, the system assigns a transit MRN. That MRN is entered into the GMR in the GVMS system — without the T1 MRN in the GMR, the driver cannot pass through the RoRo port gate. Easy Clearance carries out both operations (T1 + GMR) in parallel, minimising waiting time at the border.
