Why was the system changed?
CHIEF was designed in the 1990s, before e-commerce existed and when the UK was in the EU. It could not handle:
- A huge number of declarations after Brexit.
- The new Union Customs Code (UCC), which (paradoxically) also underpins UK law.
CDS is a modern system compliant with global standards based on "Data Elements" instead of the old "Boxes" from the SAD form.
