MSVA does NOT apply to: - category L vehicles that hold a valid UK type approval - historic vehicles (first registered more than 40 years ago) — a simplified registration route exists for these - off-road-only vehicles not intended for use on public roads

What does DVSA check during the MSVA inspection?

MSVA test cost in the UK [2026]

Prepare the documents: proof of ownership (purchase invoice, foreign registration certificate or V5C), and any technical certificates from the manufacturer 3. What to do after passing the MSVA

Once you have received the MSVA certificate, the next steps are identical to those after IVA:

  1. NOVA (Notification of Vehicle Arrival) — register the vehicle in the NOVA system on the HMRC portal (required for vehicles brought in from the EU). Without a NOVA reference number, DVLA will not register the vehicle.
  2. DVLA registration — submit form V55/5 for the first UK registration of the vehicle. Include the MSVA certificate, the NOVA document, proof of VAT payment (if the vehicle originates from outside the UK), and proof of ownership.
  3. Number plates — once DVLA has assigned a registration number, order plates from an authorised manufacturer.
  4. Insurance — ensure you hold a valid third-party insurance policy before taking the vehicle on the road with its new plates.

FAQ

Does an electric scooter imported from China need an MSVA? Yes — electric scooters in category L (L1e, L3e) imported from China without UK type approval must undergo MSVA before registration in the UK. Additionally, the scooter must meet UK standards for battery and electrical system safety. The procedure is the same as for petrol-powered vehicles.

Does a road-legal quad need MSVA or IVA? Road-legal quads in category L6e or L7e are subject to MSVA. However, if the quad's weight and specifications bring it close to those of an off-road car (e.g. over 400 kg unladen), DVSA may classify it under category M or N and require IVA instead. If the motorcycle is 40 or more years old, you may wish to consider registration as a historic vehicle, which does not require MSVA.

Can I ride to the MSVA on a foreign registration document? Yes — you may ride the vehicle on a foreign registration document and valid foreign insurance (Green Card or a policy extended to cover the UK) when travelling to the DVSA test centre.
