Importing goods from China to the UK via Poland is one of the more complex logistics routes, requiring an understanding of two separate customs regimes: EU (EU/PL) and UK. The process works as follows:
- China → Poland (port or land border): import customs clearance in Poland (PL/EU). EU Common Customs Tariff duty and Polish VAT are paid. The goods acquire "EU goods" (Union goods) status.
- Poland → UK: transport as an EU export to the UK. Export clearance in Poland (EX-A), then UK border clearances — import clearance on the UK side (UK duty + UK VAT).
An alternative to full clearance in Poland: goods can travel from Poland to the UK under T1 Transit, if they have not been cleared for import in Poland — the import clearance then takes place in the UK. The choice depends on where the importer wants to bring the goods into free circulation and pay duty.

When do goods from China via Poland acquire "European" origin
One of the most common misconceptions: businesses think that repacking Chinese goods in Poland makes them "Polish" or "European" goods that benefit from 0% duty on export to the UK (TCA). This is not true.
The Origin Rule in the TCA (Trade and Cooperation Agreement UK-EU) specifies that goods have EU (or Polish) origin only if they are sufficiently processed within the EU. Repacking, relabelling or simple sorting does not meet these requirements.
What is sufficient processing?
Sufficient processing means one of two things:
- Change of HS code (tariff heading change) — the finished product has a different 4-digit HS code from the Chinese raw materials. Example: steel parts from China (HS 7318) → welded bicycle frames manufactured in Poland (HS 8714) → export to the UK with a Polish EUR.1 certificate, 0% duty.
- Value Added Rule — the value of non-EU materials does not exceed a specified percentage of the ex-works price of the finished product (usually 50–70%, depending on sector).
If your Polish company genuinely manufactures from Chinese components — you can obtain Polish origin and benefit from 0% TCA duty on export to the UK. If you merely repack or forward the goods — you are not entitled to an EUR.1 certificate, and HMRC may challenge the origin and charge additional duty.
UK anti-dumping duties — Chinese goods subject to additional rates
The UK inherited from the EU its system of protection against below-cost imports (anti-dumping). Here are the most important categories of Chinese goods subject to UK anti-dumping duties:

Anti-dumping rates change — always check current values in the UK Trade Tariff before importing.
Anti-dumping duties are charged in addition to the standard tariff rate. Goods that would normally attract 5% duty will have a combined rate of 53.5% when a 48.5% anti-dumping duty applies. This dramatically changes the economics of importing.
The China → PL → UK route does not help avoid UK anti-dumping duties — what counts is the country of origin (China), not the country of dispatch (Poland). The only legal way out is genuine sufficient processing in Poland.
T1 Transit for non-EU goods travelling through the EU
Goods from China that are not cleared in Poland (i.e. do not enter EU free circulation) must travel through the EU under T1 Transit procedure. T1 allows non-EU goods to be transported through EU territory without paying European duty at each border.

- Warehousing and distribution from Poland — the company has a Polish warehouse and ships batches to the UK based on orders, avoiding high UK storage costs
- Avoiding direct sea freight costs — for small volumes, direct sea freight from China to the UK (FCL) may be more expensive than via a European hub
The China → PL → UK route does not make sense when:
- Goods merely transit through Poland (without value added) — double duty, higher cost
- Volumes are large and the China → Felixstowe sea line is cheaper

Does repacking goods in Poland give them "European" origin?
No. Repacking, relabelling or simple sorting does not meet the TCA sufficient processing criteria. The goods still have Chinese origin and are subject to full UK tariff rates for Chinese goods. The only way to obtain EU/Polish origin is genuine manufacturing processing — an HS code change or satisfaction of the value added rule.
Can I transport goods from China through Poland to the UK without clearance in Poland?
