After Brexit, UK road hauliers lost automatic access to the European Union's internal market — and while cabotage within the EU is governed by bilateral agreements, access to non-EU countries that are ECMT (European Conference of Ministers of Transport) members requires a separate instrument: the ECMT multilateral permit. This permit opens doors to markets with which the UK has no bilateral agreement, or where such agreements have limited capacity — chiefly Turkey, Ukraine, Georgia, Armenia and Azerbaijan. What is ECMT and what does a multilateral permit provide?
ECMT (European Conference of Ministers of Transport) is an intergovernmental organisation based in Paris, today operating under the name ITF (International Transport Forum). An ECMT multilateral permit is a multi-country road transport permit that allows a haulier from one ECMT member country to carry goods through the territories of other ECMT member countries without needing individual bilateral permits for each of them.
The United Kingdom is a full member of ECMT, which means UK hauliers can apply for ECMT permits and use them for journeys to non-EU ECMT member countries.
What does an ECMT permit allow?
- Laden transport from the UK to ECMT countries and back
- Transit through ECMT member countries
- Within a single permit book: multiple journeys throughout the year (annual permit) or a limited number of journeys (short-term permit)
What does an ECMT permit NOT allow?

- The right to cabotage (transport between two points within a single third country)
Which countries require an ECMT permit?
Not all ECMT countries require an ECMT permit from UK hauliers — some accept bilateral agreements instead. The table below sets out the key countries and their requirements:

Turkey – the most important market
Turkey is a key destination for UK hauliers: export of consumer goods, import of textiles, manufacturing components. The UK has a free trade agreement with Turkey (UK-Turkey FTA), but transport permits are governed separately — either an ECMT permit or UK-Turkey bilateral permits (a limited quota allocated by DfT).
How to obtain an ECMT permit in the UK
The authority responsible for issuing ECMT permits in the UK is the Department for Transport (DfT), International Road Haulage Permits section.
Eligibility criteria
- A valid operator's licence (Standard International Operator's Licence)
- A vehicle meeting ECMT emission standards (see the section below)
- Application submitted within the correct window – DfT announces an annual application period, typically in the autumn of the preceding year
Application procedure
- Log in to the ECMT portal on DfT (gov.uk)
- Complete the application form with your company details, operator's licence number and vehicle details
- Select the permit type (annual or short-term)
- Await allocation within the available quota
Quota – the limited-permit problem
The number of ECMT permits is restricted — each ECMT member country is allocated a quota, which it distributes among applicants. In the UK, the quota is allocated by DfT on either a ballot or priority basis (priority given to hauliers who used permits in the previous year).
Between 2022 and 2025 UK hauliers reported difficulties in obtaining sufficient permits for Turkish routes. This means transport companies must plan their requirements well in advance.
Vehicle requirements – ECMT emission standards
An ECMT permit is not valid for just any vehicle — it must meet minimum exhaust emission standards:

Most modern vehicles (manufactured after 2014) meet the EURO VI requirement. Important points: - Each permit is assigned to a specific vehicle (registration number) - Changing the vehicle during the season requires the permit to be updated - A certificate of conformity for emissions must be carried with the vehicle (usually from the vehicle's CoC documentation)
Documents required in the cab during a journey
A driver carrying goods under an ECMT permit must have the following with them:
- ECMT permit book – the original, with the valid period sticker attached
- Driver certificate – proof of the driver's qualifications (Certificate of Professional Competence, CPC)
- CMR / consignment note for each load
- Vehicle registration documents (V5C or equivalent)
- Operator's licence (certified copy)
- Tachograph records in accordance with UK/EU regulations
Journey vs Transit – how to account for ECMT permit usage
This is one of the most common errors made by hauliers. The ECMT permit book contains a detachable page for each journey:
- Journey = a laden trip from one country to another (e.g. UK → Turkey)
- Transit = passage through the territory of an ECMT country without loading or unloading in that country
The rule is: one page = one laden journey. An empty (return) trip does not require a page to be torn out, but must be recorded.
If you carry a load from the UK to Turkey and return empty — you use one page. If you pick up a load in Romania on the way — you use two pages (UK→Romania + Romania→Turkey).
ECMT permits vs UK bilateral agreements
Since Brexit, the UK has signed a number of bilateral transport agreements with third countries. The key differences are:

For routes exclusively between the UK and Turkey, it is worth considering whether it may be easier to obtain a UK-Turkey bilateral permit rather than an ECMT permit. DfT issues both types.
TIR vs ECMT – different documents, different purposes
Hauliers often confuse an ECMT permit with a TIR Carnet:
- TIR Carnet – this is a customs guarantee for goods in transit; it allows transit countries' customs duties to be avoided. It relates to goods, not to driving rights.
- ECMT permit – this is an authorisation for road transport (the right of entry into a country). It relates to the vehicle and the haulier, not the cargo.
Both documents may be needed at the same time: an ECMT permit as the right of entry into Turkey + a TIR Carnet as the customs guarantee for the goods being carried.
FAQ
Can a UK haulier travel to Turkey without an ECMT permit? Yes, provided they hold a UK-Turkey bilateral permit. However, the bilateral quota is limited — many companies use the ECMT permit as an alternative or a supplement.
How long is an ECMT permit valid? An annual ECMT permit is valid for the calendar year (1 January – 31 December). Short-term permits for one month or 30 days are also available.
Can an ECMT permit be used for cabotage in Turkey? No – an ECMT permit does not confer the right to cabotage (transport between two points within the territory of a single country). That right is governed by separate agreements.
How much does an ECMT permit cost? The DfT administrative fee for an annual permit is several tens of pounds, but the real cost also includes the time spent on the application and the risk of not being allocated one within the quota.
Is EURO III sufficient for an ECMT permit? Formally yes, but be aware — some countries (e.g. Turkey) require a higher EURO standard (VI) for entry into city centres or on certain routes. Check the current regulations before travelling.
What happens if the driver forgets the permit book? This may result in refusal of entry at the border or a fine. The permit book must always be in the vehicle — the original, not a copy.
