Dover Port Overview – RoRo, Ferry and Eurotunnel

Port of Dover is the busiest passenger and freight port in Europe. It handles over 2.1 million trucks per year and is the main RoRo (Roll-on/Roll-off) corridor between the UK and the Continent. The three main ferry operators are DFDS, P&O Ferries and Irish Ferries. The Dover–Calais or Dover–Dunkirk crossing takes an average of 90 minutes, with departures every 30–60 minutes.

An alternative to the ferry is Eurotunnel Le Shuttle (Folkestone → Coquelles), which transports trucks through the Channel Tunnel in 35 minutes. Eurotunnel handles approximately 1.4 million trucks per year with departures every 7–10 minutes during peak hours.

What Cargo Is Dover Best For

  • FTL (Full Truck Load) – full trucks where the value of weight and time is a priority.
  • Fresh / perishable goods – fruit, vegetables, meat, flowers, fish – the short route preserves quality.
  • E-commerce and couriers – Amazon, DPD, Hermes, GLS parcels on daily shuttle runs.
  • Just-in-time cargo – automotive parts for JLR, BMW, Toyota factories.

  • Groupage / LTL in full trucks.

Disadvantages of Dover

  • Traffic congestion during the summer holiday season (July–August) – queues of up to 6–12 hours.
  • French customs union (CGT) strikes can block the port for 24–48 hours.
  • No BCP at the port itself – sanitary checks take place at Sevington BCP (35 km from Dover in Ashford), adding 30–90 minutes for SPS (Sanitary and Phytosanitary) loads.
  • Limited customs warehouse capacity – not suitable for extended storage.

Felixstowe Port Overview – Container Deep-Sea Hub

Port of Felixstowe (operated by Hutchison Ports) is the UK's largest container port. It handles over 4 million TEU per year, accounting for nearly 40% of all UK container traffic. It has direct connections to major ports in Asia (Shanghai, Shenzhen, Singapore, Ningbo), the Middle East (Jebel Ali) and the USA (New York, Los Angeles via Panama). Typically 17–20 deep-sea vessels call per week.

Felixstowe has its own rail terminal connecting the port to hubs in Birmingham, Manchester, Glasgow and Daventry. Most Asia-bound cargo heading to Poland arrives at Felixstowe, after which the container is trucked or railed inland, or goes directly on feeder vessels to Rotterdam/Antwerp.

What Cargo Is Felixstowe Best For

  • FCL (Full Container Load) – full 20', 40' or 40'HC containers from Asia or the USA.
  • LCL (Less than Container Load) – consolidated groupage cargo, cheaper than a truck.
  • Industrial goods – machinery, raw materials, steel, chemicals, plastics, finished goods from Asian factories.
  • Electronics and appliances from China – TVs, phones, laptops.
  • Textiles and clothing from Bangladesh, Vietnam, India.

Disadvantages of Felixstowe

  • Sea transit time from Asia: 30–45 days.
  • Periodic congestion – in 2021–2022 the port was paralysed; containers waited weeks for unloading.
  • Dock strikes (August 2022 – Unite 8-day strike) halted operations.
  • Higher storage costs (demurrage/detention) if the container is not collected within 5–7 days.
  • More bureaucracy – ENS, CDS declaration, GMR, sometimes T1 – lengthier customs procedures.

BCP and Sanitary Checks – Border Target Operating Model

Since April 2024 the BTOM (Border Target Operating Model) has been in force – the UK's new border controls regime. Medium-risk and high-risk goods (meat, dairy, fish, eggs, high-risk plant products) are subject to physical inspections at designated BCPs (Border Control Posts).

In practice, for SPS loads Felixstowe is more efficient because the BCP is on-site – the container does not travel anywhere outside the port. At Dover/Eurotunnel the truck must divert to Sevington, adding 1–3 hours to the transit time.

GVMS – Goods Vehicle Movement Service

Both ports require advance cargo notification in the GVMS system and the issuance of a GMR (Goods Movement Reference). The GMR links all customs declarations (import, export, T1, ENS) for a given vehicle movement. Without a GMR the port gate system (RPA – Reception Pre-Arrival) will not permit the truck to board the ferry or enter the terminal.

At Dover the GMR must be issued at least 1 hour before the ferry departure; at Felixstowe it must be in place before entering the terminal customs zone. Failure to comply results in refused entry and the need to rebook the ferry (penalty £75–200 plus operator fee).

Clearance costs at both ports are similar, as they are based on the same HMRC systems (CDS – Customs Declaration Service). Differences arise from additional port charges, handling and storage fees.

  • Dover (typical non-SPS load): pre-lodged clearance prepared remotely 1–2 hours before sailing, GMR issued, driver arrives at the gate → boards the ferry within 15–45 minutes → unloads in Calais/Dunkirk within 30–90 minutes → transit to Poland 18–24 hours.
  • Felixstowe (container from Asia): container arrives, waits for unloading (1–3 days), pre-lodged clearance, driver collects container (waiting time 1–4 hours at terminal), T1 transit to Poland 3–5 days via Rotterdam/Antwerp or directly.

FAQ – Dover vs Felixstowe

Which port is cheaper for imports from Asia?

Felixstowe – unquestionably. It is the deep-sea container hub. Sea freight Shanghai → Felixstowe typically takes 30–45 days at a freight cost of £1,500 to £4,500 per 40' container. Dover practically does not handle containers from Asia. The only alternatives to Felixstowe are Southampton, London Gateway or Liverpool.

Can I clear goods in Poland instead of the UK after they arrive at Felixstowe?

Yes – this is the classic T1 transit scenario. The container arrives at Felixstowe, the customs broker issues a T1, the container travels to Poland, and import clearance takes place there. Benefits: Procedure 42 (VAT exemption), lower handling rates, a shorter decision chain.

How long does clearance take at Dover for a typical truck?

If all documents are prepared before the truck enters the port zone (pre-lodged) and the GMR is issued, boarding the ferry takes 15–45 minutes. Without advance clearance the truck will not enter the embarkation zone. The standard practice is to submit the clearance order 2–4 hours before the scheduled sailing.

What is a BCP and does my cargo require one?

A BCP (Border Control Post) is a designated point for physical sanitary and phytosanitary inspections. It applies to SPS goods: meat, fish, dairy, eggs, honey, high-risk plant products, seedlings and wood. Other goods (electronics, parts, textiles, plastics) are not subject to BCP inspection.

Are strikes at Dover common?

French strikes (CGT, dockers) can block Calais 2–5 times per year, each lasting 24–72 hours. During strike periods the alternatives are Eurotunnel (rarely affected by strikes) or diverting to the Hull → Rotterdam route (P&O Ferries, 12 h). Felixstowe had a serious Unite strike in August 2022 (8 days) but that is the exception – it typically does not experience strikes.

Where is it better to store goods before clearance – Dover or Felixstowe?

Felixstowe – without question. Hutchison Ports offers full customs warehouse infrastructure (HCC – Hutchison Customs Centre), bonded warehouses and rail container terminals. At Dover the warehouse infrastructure is modest and is mainly used for short-term buffering.

Can I use Dover to export a container from Poland to the USA?

It makes no sense – Dover does not handle deep-sea containers. Container exports from Poland to the USA typically go via Hamburg, Rotterdam or Antwerp (main continental hubs), or from the UK via Felixstowe, London Gateway or Southampton. Dover is mainly for RoRo and trucks, not ocean shipping.
