Exporting from Częstochowa to the UK — Customs Broker for Steel, Metal Goods and Electrical Cables

🎯 TL;DR

  • Częstochowa = Polish metallurgical hub: ISD Częstochowa (former Huta Częstochowa steelworks) and Tele-Fonika Kable export steel and cables across Europe and to the UK
  • Steel exports to the UK require a Mill Test Certificate, HS 7208–7228 classification and verification of post-Brexit anti-dumping duties
  • Route to Dover: approx. 1,600 km via Germany — 3–5 working days by road
  • Export clearance from £45 to £120 — Easy Clearance handles full documentation and UK customs entry

Częstochowa — a regional metallurgical hub on the UK export map

Częstochowa is one of Poland's key industrial centres, well known in the metallurgical sector through ISD Częstochowa — the successor to the legendary Huta Częstochowa steelworks. The plant produces hot-rolled wide flats, sections and bespoke steel products for customers across Europe, including the United Kingdom. Alongside the steel sector, the region is home to Tele-Fonika Kable — one of Poland's largest manufacturers of electrical and telecommunications cables — as well as ceramics and food companies specialising in export.

The proximity of the Silesian agglomeration (approximately 70 km to Katowice) and Łódź (approximately 120 km) makes Częstochowa an attractive logistics node. Part of the area falls within the Katowice Special Economic Zone (KSEZ), which encourages further development of production and export capacity. The route from Częstochowa to Dover covers approximately 1,600 km via motorways through Germany (A4/A9) and France to the port of Calais or the Channel Tunnel.

Steel exports from Częstochowa to the UK — HS codes, anti-dumping duties and documentation

Steel and steel products are a commodity category that requires particular attention when exporting to the United Kingdom post-Brexit. The UK Global Tariff (UKGT) maintains selective duty rates on rolled and profiled products, and HMRC applies safeguard mechanisms to certain categories of steel imported from outside the UK.

HS Code Product description Required documents UK notes
7208 Flat-rolled products, hot-rolled, non-alloy MTC, invoice, CMR, SAD Possible safeguard duty
7214 Steel bars and rods, hot-rolled MTC, CE/UKCA declaration, CMR Standard BS EN 10025
7216 Sections (I-beams, channels) MTC, weldability certificate EWF cert. often required
7228 Bars and sections of alloy steel MTC, chemical composition declaration UK REACH verification
8544 Electrical cables and wires (Tele-Fonika) UKCA declaration, DoC, test report BS EN / CPR UK requirements

The Mill Test Certificate (MTC) is the key document for every steel consignment. Issued by the steelworks (in this case ISD Częstochowa), it confirms the mechanical and chemical properties of the product: yield strength, tensile strength, chemical composition (C, Mn, Si, P, S) and the production standard (e.g. EN 10025, EN 10210). Without an MTC the UK importer cannot confirm the goods comply with BS standards, which may result in rejection of the shipment or costly repeat testing.

Exporting metal goods and cables — CE and UKCA declarations

Metal goods intended for the UK market (e.g. structural elements, fittings, valves) are subject to UKCA (UK Conformity Assessed) marking requirements from 1 January 2023. CE marking, while still temporarily accepted for certain categories, is gradually losing legal force in Great Britain. Easy Clearance verifies which of your products require a transition to UKCA and helps compile the required declaration of conformity documentation.

Electrical cables exported by Tele-Fonika Kable and other manufacturers in the Częstochowa region are additionally subject to the UK Construction Products Regulation (CPR) — applicable to cables used in buildings. A test report from a UK-notified body or UKCA certificate is required for cables of class Cca and above.

Customs procedure — what does export clearance from Poland to the UK involve?

Every export from Poland to the United Kingdom requires an export customs declaration (ECS) to be lodged in the Polish CELINA/AES system, followed by receipt of the exit confirmation (IE599 message), which is the basis for applying the 0% VAT rate on exports.

On the UK side, goods are declared for import clearance in the HMRC CDS (Customs Declaration Service). Easy Clearance, acting as a registered UK customs broker with an EORI number, lodges the import declaration, settles customs duty and import VAT, and releases the goods to the consignee. The entire process typically takes 1–3 working days from the goods' arrival at the UK port.

For consignments in transit through Germany or other EU countries, the T1 transit procedure can be used to avoid multiple customs entries at intermediate borders. The cost of T1 transit handling ranges from £200 to £500 and covers opening the declaration at the EU customs office of departure and closing it in the UK.

Export logistics from Częstochowa — routes and delivery times

Exporters from Częstochowa have several transport route options to the UK:

For high-mass shipments (e.g. steel coils or large cable drums), RoRo (Roll-on/Roll-off) transport via Hamburg or Rotterdam is recommended, as it handles trailers without transhipment. Easy Clearance works with vetted hauliers specialising in oversized and heavy loads from the Silesian and Częstochowa region.
