Why Dover-Calais still dominates UK → France traffic
The Dover ↔ Calais corridor (together with Eurotunnel Folkestone ↔ Coquelles and Dover ↔ Dunkirk) is the busiest RoRo stretch in Europe. More than 2.1 million trucks cross it every year, and on peak logistics days (Mondays, Fridays, pre-holiday weeks) over 10,000 trucks per day pass through the port gates. No other route between the United Kingdom and the continent offers such frequency: ferries every 30-60 minutes, Eurotunnel every 7-10 minutes at peak.
For an exporter with a warehouse in Birmingham, Manchester or London, the physics is brutally simple: 3-5 hours from central England to Dover, a 90-minute crossing (Dover ↔ Calais) or 35 minutes (Eurotunnel), then straight onto the A16 motorway toward Paris, Lyon or Germany. For a full truck (FTL), Birmingham → Paris closes in 16-20 hours (within driver-hours rules). The alternatives — Hull ↔ Rotterdam (12 h crossing), Harwich ↔ Hoek van Holland (8 h), Newhaven ↔ Dieppe (4 h) — are worse for typical France traffic because they require a long continental detour.
Post-Brexit (1 January 2021), Dover-Calais went through a full transformation. Sevington Inland Border Facility (35 km from Dover, near Ashford) took over the BCP role and SPS inspection site function. Eurotunnel rolled out Short Straits — an integrated pre-clearance system that cuts processing to a minimum. Port of Dover plus DFDS, P&O and Irish Ferries are fully integrated with GVMS (Goods Vehicle Movement Service). The 2026 reality: with a pre-lodged declaration and GMR, boarding takes 15-45 minutes. Without them — no boarding at all.
Step-by-step: exporting from the UK to France — 8 stages
Here is the typical workflow for an FTL truck from a UK warehouse to a French consignee. Scenario: Polish logistics company, warehouse in Birmingham, B2B buyer in Paris, non-SPS goods (e.g. automotive parts, electronics, textiles).
- Order and commercial documents. The UK exporter issues a commercial invoice + packing list. They must contain: full shipper and consignee details, EORI numbers (GB on the UK side, FR or PL on the EU side), goods description, HS codes (Harmonized System), value, weight, Incoterms (typically DAP, FCA or CPT).
- Instruction to the UK customs broker. The forwarder or exporter sends Easy Clearance: invoice, packing list, CMR, EORI GB, vehicle data (tractor and trailer registration), sailing plan (which port, which ferry, which time).
- UK export declaration in CDS. We lodge the export declaration in CDS (Customs Declaration Service — HMRC's new system, which replaced CHIEF for exports in 2024). We obtain an MRN (Movement Reference Number) — electronic proof that the UK has released the goods for export.
- EXS — Exit Summary Declaration. For most loads to the EU, EXS data is embedded in the export declaration automatically. A standalone EXS is only filed when goods leave the UK without an export declaration (e.g. re-export, empty containers, certain transits).
- GVMS + GMR. We issue the GMR (Goods Movement Reference) in GVMS — this number links the export MRN, vehicle data and ferry slot. The driver shows the GMR at the port gate and during French controls on the ferry.
- French side — ICS2 / ENS. Note: this step is outside our scope. A customs agent in France (or the carrier) files ENS in the ICS2 system (Import Control System 2 — the EU's Safety & Security filing) and the import declaration in the French DELTA system (douane.gouv.fr). Deadlines and procedures — see the "ENS on the French side" section below.
- Ferry / Eurotunnel boarding. The driver arrives at Dover or Folkestone, scans the GMR at the gate (Automatic Number Plate Recognition + barcode) and is routed to the ferry or shuttle. If the system flags the load "routed" (physical inspection) — the driver heads to Sevington BCP (Ashford). For "cleared" loads — straight onto the deck.
- Unloading in Calais / Dunkirk and delivery. After disembarking, the driver clears French controls (PCF — Poste de Contrôle Frontalier, usually automatic in the "green lane"). French import clearance is typically completed pre-arrival, so the driver proceeds straight to the delivery point. Calais → Paris: 3 h on the A16/A1 motorway.
What WE do (UK side) vs what the French agent does (FR side)
This is the most frequently confused question from Polish exporters: "Will Easy Clearance handle everything from a UK warehouse to the French consignee?". Answer: no — we handle the UK side, and the French side must be handled by a customs agent in France or your forwarder. It's not a preference — that's how customs law works. Each jurisdiction has its own systems and every customs agent must be accredited in that country.

For clients without their own customs agent in France, we always recommend vetted FR partners — but the formal mandate and power of attorney (représentation en douane) must be signed directly between the exporter and the French agent.
UK-side documents — checklist
Here is the minimum set we need to lodge an export declaration in CDS and issue a GMR. The faster the full pack reaches us, the faster the truck leaves Dover.
- Commercial invoice — shipper and consignee details, invoice number, date, goods description, HS code (minimum 6 digits; CDS requires 8-10 depending on the item), value in GBP or EUR, currency, Incoterms 2020 (e.g. DAP Paris, FCA Birmingham).
- Packing list — number of packages, type (pallets, cartons, crates), gross and net weight, dimensions, markings.
- CMR — international consignment note, fields 1-16 filled, shipper signature.
- EORI GB — 12-character identifier starting with "GB" (e.g. GB123456789000). The exporter registers at gov.uk/eori (free, 3-5 working days).
- Vehicle data — tractor and trailer registration numbers, driver name (for GVMS).
- CPC code (Customs Procedure Code) — the customs procedure code. For a standard direct export: 1000. Re-export: 3151. Outward Processing: 2100. We'll help choose the correct code.
- Licences and certificates (if applicable) — dual-use (DIT OGEL/SIEL), military/weapons export licence, EUR.1 certificate of origin (for UK-EU TCA preference), EX-A for Outward Processing.
- Sailing plan — operator (DFDS / P&O / Irish Ferries / Eurotunnel), time, route ID.
After processing you receive from us: the export MRN (copy for the driver — typically printed PDF or barcode in an app) and the GMR number (the driver enters it in the HMRC Check an HGV app or shows it at the gate).
ENS on the French side — who files, when, deadlines
Since 1 March 2023 the EU has operated under ICS2 Release 2 (Import Control System 2 — the new Safety & Security regime). Release 3 has been live since December 2024, covering all transport modes (road, rail, sea, air). For road traffic UK → FR, this means the ENS (Entry Summary Declaration) must be filed before the truck boards the ferry/shuttle.
Who is responsible? Under article 127 UCC (Union Customs Code) — the carrier (operator of the means of transport entering the EU). In practice, for RoRo traffic:
- Ferry — the operator (DFDS, P&O, Irish Ferries) typically pushes the ENS obligation onto the road carrier (trucker) or their French customs agent.
- Eurotunnel — Getlink (the Eurotunnel operator) runs its own pre-arrival system, into which the French agent "attaches" the ENS.
Deadlines: the ENS must be filed before loading onto the ferry in the UK (practically: min. 2 h before departure). ICS2 runs risk analysis and returns one of three responses: Accepted (entry OK), Do Not Load (loading prohibited — rare) or Request for Info (missing data).
Easy Clearance does NOT file ENS into French systems — this must be done by a customs agent in France or the carrier. If a client works with us regularly and has no French agent, we help connect them with our partners in Calais, Lille or Paris.
GVMS + GMR for UK outbound — how it works, how long it takes
GVMS (Goods Vehicle Movement Service) is the British system that ties together all customs declarations (export, T1, EXS) linked to one vehicle movement. GMR (Goods Movement Reference) is the unique identifier of that movement — a barcode the driver presents at the port gate.
The procedure in practice:
- We (or the exporter) log into GVMS (requires business registration with EORI GB).
- We create the GMR and enter: export MRN, tractor + trailer registration, operator (ferry/tunnel), date/time.
- GVMS links everything and generates a GMR (12-18 characters).
- The driver receives the GMR (SMS, email, PDF) and presents it at the gate in Dover / Folkestone.
- The automated gate scans the registration plate and GMR → the system checks consistency → the driver gets a green "Cleared" light or a red "Routed to inspection".
Time to issue a GMR: 5-15 minutes once we have all data. Best practice is to issue the GMR at least 1 hour before ferry departure. The GMR can be updated (e.g. change the ferry time) until actual embarkation — then the system locks the record.

T1 transit — when it is required for UK → FR
T1 (Transit, Union Transit / Common Transit Convention) is a procedure that suspends duty and VAT during transit across CTC states. Not every UK → FR movement requires T1 — in most cases UK export + FR import is enough. T1 is needed in two scenarios:
- The load moves past France — e.g. UK to Poland via FR/DE, or UK to Italy via FR. In that case T1 is opened in the UK (we do it), passes through FR without import clearance, and is closed in the destination country (PL, IT).
- French import clearance happens inland, not in Calais — e.g. goods go to a customs warehouse in Paris or Lyon where they are only then cleared. T1 then moves the goods from the FR border to an inland customs office (bureau de destination).
For a classic UK → French consignee delivery (with no onward transfer, import cleared in Calais or a similar nearby location) — T1 is not required. UK export + FR import is enough.
Cost of a T1 issued in the UK: from £200 to £500. The price covers the UK side (opening) and cooperation with the destination-country partner who closes (discharges) the T1. The exact amount depends on: destination country (PL vs NL vs DE — different partner rates), goods value (affects the guarantee), number of line items.
In addition, T1 requires a financial guarantee — usually 100% of goods value + potential duty. Typically the client uses our collective guarantee (included in the price) or issues their own. Details — see the T1 Transit guide.
Common mistakes and how to avoid them
- Missing GB EORI for the exporter. A Polish firm with a UK warehouse still thinks a Polish EORI is enough. Wrong — the UK export declaration requires an EORI GB. Registration is free (gov.uk/eori) but takes 3-5 working days. Lesson: get the GB EORI before the first shipment.
- Wrong HS code. The HS code drives the FR duty rate, required licences and controls. A 4-6 digit error can cost thousands in extra FR duty or block the load. Lesson: validate the HS with a customs expert before the first shipment (free with your first order with us).
- Last-minute GMR. Driver reaches Dover, GMR is still being issued, the ferry operator refuses boarding. The driver has to pay for a new slot (£75-200) and wait 1-3 h for the next crossing. Lesson: GMR at least 1 h before sailing, ideally 2-3 h.
- Unclear Incoterms. An "EXW Birmingham" invoice means the buyer (FR) is responsible for UK export and the full transport. But if the UK exporter isn't aware of this — they file an export declaration inconsistent with the contract. Later the French tax office chases a TVA correction. Lesson: always agree Incoterms 2020 in writing; everyone should know who does what.
- Mixing up ENS and EXS. ENS is EU inbound Safety & Security (done by the French side). EXS is UK outbound Safety & Security (done by the UK side, usually auto-included in the export declaration). Confusing the two creates chaos. Lesson: remember — ENS = EU inbound, EXS = UK outbound.
Case study: truck from Birmingham to Paris — 18-hour timeline
Here is an actual run we handled — automotive parts, 22 pallets, value £48,000, from a JLR supplier warehouse in Birmingham to a service shop in Paris (13e arrondissement). Incoterms: DAP Paris. Operator: DFDS Dover ↔ Calais.
- Day 1, 06:00 — exporter sends Easy Clearance the full pack: invoice, packing list, EORI GB, CMR (draft), DFDS 14:00 sailing plan.
- 06:30 — we verify the HS (87089997 — motor vehicle parts), classify CPC 1000, lodge the UK export declaration in CDS.
- 06:45 — CDS returns the MRN (e.g. 26GB1A2B3C4D5E6F7).
- 07:00 — we issue the GMR in GVMS, send it to the driver by SMS.
- 07:30 — driver leaves Birmingham (M40 → M25 → M20).
- 11:30 — driver at Dover, Eastern Docks gate — GMR scanned, green light "Cleared".
- 12:00 — board DFDS ferry.
- 14:00 — ferry departs (13:30 French time).
- 15:30 CET — Calais, driver disembarks, clears French PCF (automatic — the FR agent filed ENS and FR import in the morning, status "cleared").
- 16:00 CET — truck on A16 motorway toward Paris.
- Day 2, 00:30 CET — unloading at the Paris 13e workshop (driver takes a 9 h break, arrives in the morning).

FAQ — UK to France customs clearance via Dover-Calais
Do I need a GB or PL EORI as a Polish exporter shipping from a UK warehouse?
For UK export clearance you need a GB EORI. If your business is registered in the UK (Ltd) or has a separate UK branch — register a GB EORI for that entity (gov.uk/eori, free, 3-5 days). A PL EORI will only be relevant when the goods arrive in Poland (for the Polish import clearance). For a UK → FR shipment, a PL EORI alone is not enough — HMRC does not accept foreign EORIs for an exporter disposing of goods in the UK.
Who files the ENS on the French side?
The ENS (Entry Summary Declaration into ICS2) is filed by the carrier or a customs agent in France. Not us. In practice: either the ferry/Eurotunnel operator pushes the obligation onto the trucker, or your French agent files the ENS alongside the FR import declaration. How long does UK export clearance take at Dover?
Lodging the export declaration in CDS takes 15-45 minutes from receipt of the full document pack. The GMR adds another 5-15 minutes. The truck must be pre-lodged (declaration + GMR ready before arrival at Dover). At the gate itself, GMR checking and boarding takes 15-45 minutes (non-SPS). If the load is "routed" to Sevington BCP — add 30-90 minutes plus the 35 km drive.
Is T1 transit needed if the load stays in France?
Usually no. For a typical UK → French consignee delivery (with FR import clearance in Calais or another French border office) you only need: UK export + FR import. T1 is only needed when: (a) the load moves onward to PL/DE/IT; (b) FR import clearance takes place inland (Paris, Lyon) — then T1 walks the goods from Calais to an inland bureau.
What happens if a driver has no GMR before boarding the ferry?
No GMR = no boarding. The automated Port of Dover and DFDS/P&O gates won't let the vehicle through. The driver is sent back, has to issue a GMR (we do it in 15 minutes), book a new slot (£75-200 missed-ferry fee from the operator) and wait for the next crossing (1-3 h delay). In peak season (Fridays, July-August) the delay can be 6-12 h.
Does Easy Clearance also close T1 in France?
Physically, T1 in France is closed by an accredited customs agent in France — it's a legal requirement. We arrange the closing through our partners (Calais, Lille, Paris, Lyon) and the T1 price (£200-500) covers both sides: the UK opening and the destination-country closing. For you as the client: one point of contact, one invoice, one SLA.
How much does UK export clearance cost?

Which goods face sanitary/POAO restrictions at Dover?
SPS (Sanitary and Phytosanitary) and POAO (Products of Animal Origin) goods face additional controls: meat, dairy, fish, eggs, honey, live plants, timber, seedlings. They require: EHC (Export Health Certificate signed by an OV — Official Veterinarian), pre-notification in TRACES-NT (the EU's sanitary system), and notification to the BCP in France (Calais BCP operates 24/7 for POAO). Dual-use goods (encryption electronics, aerospace components, chemicals) require a DIT (Department for Business and Trade) licence. A second category: cultural goods, artworks, firearms, ammunition — full export licence. If in doubt — get in touch before loading.
What current official rules imply
CDS (Customs Declaration Service) procedures replaced CHIEF for exports in 2024. ICS2 Release 3 has been in force since December 2024. The Dover-Calais border has operated in the full post-Brexit regime since January 2021, and BTOM (Border Target Operating Model) primarily concerns imports into the UK — for UK → FR exports the decisive systems are GVMS, CDS and the French ICS2.
