Importing a Motorcycle to the UK — Customs Declaration, NOVA and Registration (2026)
Why a motorcycle is its own case (not "like a car")
Importing a motorcycle into the UK shares roughly 70% of the procedure with cars — but the remaining 30% hides the traps. Motorcycles fall under L-category (L1e–L7e) as defined by EU Regulation 168/2013, and post-Brexit the UK no longer accepts European type approval automatically (gov.uk/vehicle-approval/motorcycle-approval). That means one thing: almost every motorcycle brought in from the EU needs an MSVA (Motorcycle Single Vehicle Approval) — a different test from the car IVA.
The second difference: a motorcycle NOVA goes through the same HMRC portal as cars, but on a different form — NOVA1 for passenger vehicles and motorcycles (gov.uk/vehicle-imports-nova). The EasyClearance Team handles imports of Honda, Yamaha, Suzuki, Kawasaki, BMW and Ducati motorcycles from Poland to the UK — and the most common client assumption is that a motorcycle with European plates only needs "re-registering" in the UK. It doesn't.
HS 8711 — classifying a motorcycle in the UK Tariff
Motorcycles sit under chapter 87.11 of the UK Integrated Tariff. The subheading depends on engine type and swept capacity:
| HS code | Description | MFN duty | TCA duty (PL→UK) |
|---|---|---|---|
| 8711.10 | Piston engine up to 50 cc | 6% | 0% |
| 8711.20 | 50–250 cc (e.g. Honda CB125) | 6% | 0% |
| 8711.30 | 250–500 cc | 6% | 0% |
| 8711.40 | 500–800 cc (e.g. Yamaha MT-07) | 6% | 0% |
| 8711.50 | Over 800 cc (e.g. BMW R1250GS) | 6% | 0% |
| 8711.60 | Electric drive | 6% | 0% |
| 8711.90 | Other (hybrids, side-cars) | 6% | 0% |
The 0% TCA rate requires EU origin backed by an exporter's statement on the invoice (gov.uk — supplier's declaration). Japanese motorcycles imported into the EU are most often "non-originating" — in that case the 6% duty still applies, even if the bike ships from Poland.
Step by step: export from Poland → import to the UK
The full process has 10 stages — all laid out in the HowTo schema above. The key decision points:
1. Before buying — check type approval
Ask the seller to scan the COC (Certificate of Conformity) and registration document. Check whether UK type approval is listed on the COC — if it is, MSVA is off the table. In practice, 95% of bikes from Polish dealers hold only EU type approval (e-mark), so MSVA will be required.
2. Export from Poland — AES and IE599
A Polish customs agent lodges the export in AES. Once the bike leaves the EU border, you receive IE599 — confirmation of physical export. That document is critical for reclaiming Polish 23% VAT when buying from a company. More detail: Importing a vehicle to the UK step by step (pillar #31).
3. Clearance in the UK — CDS
The import declaration goes through CDS (Customs Declaration Service) — the system that replaced CHIEF in 2024 (gov.uk/cds). The EasyClearance Team typically prepares the declaration within 24 hours of receiving the full document set: invoice, COC, VIN, CMR, proof of origin (if TCA).
4. NOVA within 14 days
NOVA (Notification of Vehicle Arrival) is an HMRC requirement, not an option. The NOVA1 form is filed online at gov.uk/vehicle-imports-nova. Inputs: VIN, customs declaration value, GB EORI, importer's address. Once HMRC accepts the notification, the reference goes to DVLA — only then can registration proceed. Details: NOVA UK — 14-day HMRC notification.
5. MSVA at DVSA
MSVA is technically simpler than the car IVA — it covers lights, brakes, suspension, emissions and paperwork. Fees start from about £80, with larger bikes costing more (gov.uk/vehicle-approval/motorcycle-approval). Booking is online through DVSA — lead times run 2–6 weeks depending on the station.
6. DVLA V55/4 — first registration
Form V55/4 is the standard route for imported vehicles registered for the first time in the UK. Enclose the MSVA certificate, NOVA confirmation, proof of insurance, the original foreign registration document, the invoice and V267 (new vehicle). Registration fee is £55 plus vehicle tax based on CO₂ emissions (gov.uk/vehicle-tax-rate-tables).
MSVA in detail — what DVSA actually checks
MSVA covers, among other things (full list: gov.uk/msva-inspection-manual):
- VIN match with COC and paperwork
- Lights (UK approval, asymmetric dipped beam)
- Speedometer in mph or mph+km/h
- Emissions (Euro 5 for motorcycles registered from 2021)
- Brakes, tyres (DOT/E-mark), safety equipment
- Rear-mounted number plate in the correct format
Bikes imported from Poland usually clear MSVA without modifications — except for the dipped headlight. Polish motorcycles have symmetric beams set up for right-hand traffic; the UK requires either a beam adjuster or a headlamp swap. Typical workshop cost: £30–£100.

Common mistakes — what to avoid
From the EasyClearance Team's experience with motorcycle imports from Poland, the most frequent slip-ups are:
- Missing the 14-day NOVA window — HMRC charges interest and can issue penalties; DVLA registration is blocked.
- Wrong HS 8711 subheading — engine capacity drives the subheading and description, even though the duty rate is the same.
- Assuming COC equals UK type approval — EU ≠ UK after Brexit. MSVA is almost always required.
- No exporter's statement on the invoice — without it, HMRC applies 6% MFN instead of 0% TCA.
- Riding the motorbike on UK roads before registration — illegal; use a trailer or trade plates.
- Skipping MOT on a motorcycle older than 3 years — MSVA does not replace MOT.
Import costs — a real example (Honda CB650R from Poland, 2023)
| Item | Amount |
|---|---|
| Purchase price (PL, excluding 23% VAT) | £5,600 |
| Trailer transport PL→UK | £420 |
| Duty (0% TCA with EUR.1 / exporter's statement) | £0 |
| VAT 20% (on 5,600 + 420) | £1,204 |
| Customs clearance (EC agent) | £75 |
| NOVA (filing) | £0 |
| MSVA | £80 |
| Headlight conversion (workshop) | £60 |
| DVLA V55/4 | £55 |
| Vehicle tax (annual) | £117 |
| Total add-on cost | £2,011 |
| Total landed cost in the UK | £7,611 |
For comparison: the same CB650R at a UK dealer — £7,900–£8,400 used, £8,900 new. Import only makes sense for unusual models or where the PL price is genuinely lower.
FAQ — the most common questions
Does a motorcycle from Poland need an MSVA in the UK?
Yes — virtually every L-category motorcycle brought in from the EU needs an MSVA, because European type approval is not automatically recognised in the UK post-Brexit. Exceptions are motorcycles with UK type approval or previously registered in the UK.
How much duty and VAT on a motorcycle to the UK?
VAT 20% on customs value + duty + transport. Duty 6% MFN or 0% TCA (EU origin, exporter's statement). Electric motorcycles — the same 6% MFN.
What is the NOVA deadline?
14 days from the motorcycle's arrival in the UK. Without NOVA, DVLA will not register the vehicle (gov.uk/vehicle-imports-nova).
What HS code applies to a motorcycle?
Chapter 8711 of the UK Integrated Tariff; the subheading depends on capacity and drive type (8711.10–8711.90).
When is an MOT required after import?
A new motorcycle — 3 years after first registration. A used motorcycle over 3 years old — before it first touches UK roads.
Can I reclaim Polish 23% VAT?
Yes, if you buy from a company — 0% VAT invoice or a refund on presentation of IE599. Private purchase — no VAT on the invoice, nothing to reclaim.
How long does the full motorcycle import take?
3–6 weeks in total: transport, clearance, NOVA, MSVA, DVLA V55/4.
Can a Honda CB from Poland be registered in the UK?
Yes — Japanese bikes of European import (Honda, Yamaha, Suzuki, Kawasaki) need MSVA, NOVA and V55/4. The EasyClearance Team verifies VIN and type approval before starting the process.
